Bad news: They're annoyingly expensive because of both the cost and amount of fabric
For example, here's a commercially-available cloak pattern:

After some quick googling (because wool is really not my area of expertise) it looks like you should expect to spend at least $20-$30 USD/yd for decent fabric.
So, you're looking at $110-$165 just in fabric costs...if you're a small girl. Personally, I'd be making a size L from that pattern, so I could be looking at over $200, depending on the exact fabric I went with. Oh, and that's just the outer fabric. Wool isn't exactly comfortable, so you're also gonna need an equal amount of lining fabric. Cha-ching. And then when you factor in the value of your time........
tldr: find someone who sells stuff to renn faire nerds, make sure they're willing to use decent quality materials if you're willing to pay for them, and then throw a bunch of money at them. this post has raised my blood pressure too much.
