Most of the towns and cities are in the flatlands and valleys and don't get much snow, worst is around 90 inches for a town, the normal average is more like 10-50 inches. Higher mountains and mountain passes can get hundreds of inches though. Average winter lows at worst are in the low teens with the occasional 0F night. In the low lands it's a lot warmer, higher towns can freeze for 200 nights a year. As for wind as the other anon said the worst is spring and fall which is the same across most of the higher areas of the mountain west, max gusts briefly up to 50-70mph at worst while the average is around a bit less than half that during those seasons. Pretty much every town in northern NV is in a dry cold semi-arid climate. In the south Clark county has almost all of the states' hot desert climate towns and cities by itself.
