People throw shit out because they don't care about its value, and underestimate what it's worth the year after someone got it for Christmas. Bikes are big-ass pieces of metal and, unlike cars, a new version doesn't attract any special attention, next year. It's worth what the work and metal are worth. Get it second-hand, or pay for the material.
But get it second-hand. There are deals. They just aren't from the kinds of places that you can find online. I found a fucking awesome beach cruiser for twelve dollars, at a thrift store. I know... they're shit bikes. But I love them. And one can of baby-blue spray-paint later? That sucker looked like four hundred bucks.
