My bag has a holder on the side for my 6D cell Maglite, it's easy to reach and pull out.
I generally try to move off the same path if I see someone else oncoming and I walk with purpose so I can't say I've had anyone catch up to me or overtake.
I also unclip my chest strap if I have a gut feeling that something is off at all so I can fight without a bag affecting my centre of gravity. I also have a few years of eskrima and boxing behind me should it come to it.
Also tell someone where you're going, the route you've planned and how long you expect to be out for, keep another phone in the car to message them that you're ok
