In what situation? Marine? Mountain? Hiking? Trails? Wilderness? Need more information, but as a rule of thumb PLBs work everywhere and flares only work if there's someone there to see them.

you dont need the "gun" they come in a handheld flare that shoot up into the air and have a chute.
i have a half dozen of them in my boat. depending on the size you may only need a orange flag and spot mirror to use as a signaling device
