I rarely find them above my knees and usually in small clusters of a few plants that I can easily avoid
Gorse on the other hand I usually find up to my waist (can go taller) and forms patches of dozens of meters wide and at least a couple meters deep.
It's a matter of luck and location, I guess.
Oh, and thistle dies and stops being annoying for part of the year, while gorse doesn't.
