Because for the weight and space allotment required by a set of handle scales I would rather have the functionality and utility of a proper handle. Skeletonized knife seems to me a lot like just carying an axe head because you don't *need* the handle to use the axe. I keep a cheap gas station quality skeletonized folder in my tackle box so that I know I always have a knife in there without taking up any space, but the number of times ive used it could be counted on one hand because without fail I use whatever proper knife I have on my hip because it is a more convenient tool if you have access to it.

Try using one of those for any real work. You just can't grip them properly.
Also, most of them are shit steel, since any proper carbon steel would rust from your sweat, and crack in the skeletonized portions during hardening. While you can work around these problems by plating and using differential hardening methods, those are so expensive barely a manufacturer uses them.

The idea most work from is that even if you wrap the handle, they take up almost no space and weight and fit in a kit that you can stick anywhere and forget about. It’s not a bad deal if you want a perfectly serviceable fixed blade backup that fits in a flat kit you can shove in a cargo pocket. I might get one just to stick in the laptop sleeve in my bag.

Making feathers is doable with crescent shaped serrations like those, the serrated blade on my leatherman wave has the same serrations pattern but the back side is flat, and it can do it but you're going to be using a push cut motion rather than a slicing motion to make the feather.
