i think you can probably just pay at the little fee box. that's usually how these national forests/monuments/recreation areas work.

I'm not sure why everyone on this board feels entitled to use places with maintained roads, parking lots, trails without compensating the people who do the labor for you. it's $5, clowns. and it's basically never even enforced if you're really hell-bent on being a dick. if you want a free place that's not maintained, then go to one of the millions of them.

There's so much forest land for dispersed camping, and the Arizona Trail goes through a ton of it, that I don't know why anyone would waste money there unless they're from out-of-state and don't know shit. Presumably, this is also true in many other states like OP's.
