You look at a certain tract of forest and prescribe it a fire before burning it, like a doctor prescribes medicine before a patient takes it. Like a doctor, a good forester will evaluate the condition of the forest, look at its symptoms (grassy understory? shrubby understory? what species are present) and then determine what set of meteorological conditions are necessary to safely burn the forest. Got plants that are particularly resinous? Maybe you need an extra humid and cool day since the fire would be more explosive. You also have to thinking about mixing height, the altitude at which the smoke will mix with the air rather than rise in a column, and wind direction. Smoke + fog makes for a deadly thick mixture that is very difficult to see through. People have actually died from car crashes that resulted from poorly prescribed burns where smoke and fog mixed together on a road.
