I tend to wear basic cotton gloves then my biking gloves over the top. It's an improvement but my hands still get cold.

Especially if you're on about mountain biking, when you keep a finger on each brake lever your hands just freeze because they're not doing much. I just shake them about or cup my balls with alternate hands while I'm on flat ground.

pearl izumi makes nice waterproof ones. pro barrier wxb. they seem to be on sale they were originally $100. glacier gloves are good for below freezing temps.
