You'd stay warm on top just fine because the bag is allowed to stay fluffed up, but underneath you the bag is crushed and therefore heat escapes rapidly from underneath you (wind, etc.).
So having a pad is important with a hammock too. A double layer design isn't necessary as you can still just slip the pad underneath you in the hammock, but the double layer does make everything a bit easier considering it stops the pad from shifting around in the middle of the night.
