While I've personally never been to a Lay's plant, even the smaller potato chip manufacturers have numerous pieces of equipment in place to prevent physical hazards from raw potato storage bins making it through the processing line; potato chip processing lines often have failsafe machines in place near the point of potato skinning that will mechanically self-destruct upon entry of any hard foreign object.
My guess is that it's a piece of broken plastic off something or mechanical grease that solidified, all originating in the food production environment.
