But seriously speaking, I'd start carrying if I was you. Nothing more comforting that some cold steel under your fingers. Preferably a fixed blade, since it's quicker to access and easier to conceal than a gun, and let's be honest, against humans, it's not like you can shoot at a distance anyways unless you want to do time.
Since you're in muttland, you'll probably have to jump through some hoops, but it really helps with panic attacks. Well, helped me, at least.

To give a non-criminal example, when I was a teen, whenever I had somebody walking in front of me at night, I'd play around with matching their speed and moving soundlessly. Was really fun to see them start to turn around slightly a few times, move faster, lose sight of me for a moment and then have me show up behind them again. All just by adopting slightly different movement patterns on my way home from school - but I'd assume that for actual stalkers, it's mostly the same, except that they go farther. The pleasure doesn't come from finding anything, but from having the mark realize they're being marked. Classic display of dominance, I guess.
