Do people actually pay $20 a night to camp? That's 4 or more days worth of food or 3/4 tank of gas for my bike.
It also depends on why you're camping. Sometimes I camp because I need to sleep while getting to a destination, sometimes it's to enjoy nature.

Most of it is farmland unless you go north. Ontario is good because you can hide in the trees and use the powerline paths, but it's very rainy and buggy. The OPP from my experience tend to be more intrusive as well.
BC is good too, but it's not as much land as you think. The rest of the provinces are much more difficult. It's a lot of land, but most of it isn't campable.
As far as crown land goes you have some stuff in the foothills of the rockies (large parts is west of Edmonton) and some in Ontario, that's it unless you head north.
Again they plan on making you pay to use it.

Also I live 2 hours away from Steve, so I know the area.
Ghost PUL is the best are in my experience.
