Roughly 30 minutes to get to downtown, and still /relatively/ affordable compared to the rest of the metro area. Hillsboro, Beaverton and the far east end of Gresham are also nice as far as commuter 'burbs go, but its a long, traffic logged commute to get downtown.
If you have to live in Portland proper I think the best area is the inner SE neighborhoods close to the river. Sellwood and Woodstock especially. Great food, close to all the big hipster PDX spots you would want to go, close to the highways, still able to find reasonable houses to rent if you're willing to search for them. Downtown is terrible to live in, NE and anywhere on the eastside past 82nd is crime ridden as fuck. If you own a car made before 2005 it WILL get jacked.
If you're able to buy a house and want to live in the country Sandy and outer Clackamas county are nice.
Depending on your /out/ interests just know that the east side is closer to Mt Hood and the Columbia Gorge, so lots of snowsports and hikes that way, but the west side is closer to the beach and Tillamook/Clatsop state forests.

All the places that let you live the Hipster dream in Portland being close to cool food, bars, and venues are too expensive nowadays and the ones that are cheap are in shitholes. Good luck with your housing search anon.
