It works on practically any chill weather, but they're absolutely at their best either when it's both raining heavily and you're doing something very sweaty so that you just can't help getting wet whatever you do, in which case you only wear that and shell (not gore-tex, something like soft-shell or british windproof smock since at this point we have accepted that we'd be soaked in any case and don't want to overheat), or in very very cold weather when you're alternating with sitting still and heavy activity, in which case you wear them under regular merino base.
