Jackboots were of course the footwear of several historical armies, into the 70s in finland and germany, probably until today in russia. They do work - but you will notice all of those (that can afford it) have switched to laced boots by now. They also had ways to deal with the slipping. pic related.
I'm really not sure whether there is much advantage to jackboots. They are waterproof (but so are some fully closed laced boots, like austrian heavy army boots. They don't have laces and eyes to break, but it's generally another problem making the shoe unusable. Some people apparently prefer the fit, but they're in the minority. For snow, I would instead suggest you wear gaiters - same effect, much less weight, no risk of stuff falling into your boots.
If you're really interested, by all means try them.
