Not really. Are you going to live down there & never come out if such a nuclear winter occurred? You’d still end up dying of the affects but you’d probably get a few years before the radiation finally claps you.

Depends on how likely you think a nuclear attack is and how easily you can afford to waste the time/resources if one doesn't occur. Ideally, you want something you'll get some value out of even if it's never used as a fallout shelter.
When I built my house I had the basement designed with an underground annex extending out under the yard. I think it's pretty unlikely I'll ever need to use it as a fallout shelter but, since we already needed a soundproofed room to keep the police off our back, it was easy to justify the relatively small extra cost to make it dual-purpose.

Read the book "Nuclear war survival skills". The guy who wrote the book was a pro at nuclear shit and he made the book for free, it's a work of love.

In the case of fallout, that depends on weather conditions.
Small bunkers arn't protecting you from much.
Then there are secondary strikes after 2 weeks so the whole process can begin again.

Underground shelters are hit and miss.
if it rains all that radioactive water will just surround your bunker and cook you like a hotdog in a microwave.

Its not something to worry about as the chances of survival are going to be low in any event.

You only need to seek shelter for 2 weeks, after that radiation in the air is only 1% of what it would be. PPE clothing then allows you to fuck off. You could set your house up with thick painter's tarp, duct tape, few other odds and ends to give you more than enough protection from radiation.

They been there for a while already. It's also funny that thousands of these American Volunteer fighters have thr very same equipment between one another, they also actually have team work and communication between one another that doesn't happen unless you train with one another, meaning you got a lot of U.S. soldiers who are put on leave, go "volunteer" to help fight, but actually doesn't get the U.S. involved.
