Moab is cool and all but the town has nothing else going for it. Also when I say Jeep, I mean Jeep/truck. I'm not talking about ATV bullshit or dirt bike. Bonus points if it has good fishing opportunity.

Literally any western state in the lower 48. If you want to nitpick by sheer amount of trails Utah (80,000+ miles of designated ATV trails) and Arizona (40,000+ miles of designated OHV trails) are probably in the top 3 nationally. While Oregon has some of the best OHV areas on the actual coastline. Colorado, Wyoming, and Idaho are also great contenders.

Idaho has alot of old forest roads and trails in the mountains if you do some digging. And I'm aware you want jeep/4x4 trails, but it also just so happens the two states with the most OHV trails also both have the most jeep/4x4 trails as well, Arizona alone has 100+ well known jeep trails.

OP have you considered Nevada? A lot of it is pretty empty and it doesn't have the big ass mountains of other states but most of the place is just fucking rugged. I was out there in the wilderness for work and it was pretty fucking hairy sometimes. Also shredded the fuck out of tires lol. Some beautiful scenery though.
