In my bag I keep two in the inner pockets and two on the outer. The bladder + two on the side method helps. Or you can do the two outside and two sideways packed inside. Nalgene silos on he side and a canteen on the back is a good external triad to do. That way you have 1.5 on each side and the canteen on the back.
If I had to mule water I can fit x4 1.5 litres on the sides, a 3 litre bladder and 2 litres on the hip belt. Add one small internal canteen and that's 12 litres for a 40 litre pack + pouches. You can also do the double bladder on each side with molle stuff, Instead of x4 1.5 nalgenes.That's an old Australian military patrolmans trick.
So to be clear, If you external side mount bladders you get a lot of free space on the inside still. Can do one on the back, 2 on the sides and x2 1.5 silos on inner pockets and still have a lot of room for stuff. Basically if you really need to you can haul 12. It's heavy as fuck though. I personally do the 4 bottles, 4 litres and refil on the bush rivers. Going Dromadary mode is kind of an art when you have to pack a non traditional heavy water load. Mostly this is for tropics and giga arid zones.
For clarity I'm assuming a 3 litre bladder x 3 + the two inner bottles. (1.5 x2) This also has the option of a space two hip bottles. You can add one normal nalgene canteen inside. That brings my water total capacity to 15 litres in a managable way. Again it's an art and no one needs that much. 6 max, 2 min for me. 4 is my happy place. 3 is my buffer.
You don't see heavy water packing outside of very specific expeditionary type long haul walks and almost never for alpinist types. For good reason. Think Africa and long open empty arid nations like that.
