There are PU and legitimate rubber boots. There's also PVC dunlop, but I wouldn't really recommend them.

The only two legitimate rubber boot makers left are Gumleaf and Le Chameau. I recommend the former.
As for PU boots, I recommend Sievi and Bekina.
There is also rubber boots with a neoprene upper. Neoprene does well with super cold, but I haven't heard the best of durability from these so can't recommend a solid company. I think the fit can be pretty good on some of these though and avoid the rubber boot sliding.
If it is extreme cold too, the mickey mouse/bunny boots of the US military as also rubber, heavy, last a long time, warm, and slippery on some surfaces. The advantage is that they can be tied down.
