Not sure how it works in the US, but it works exactly like that up in my country: back in the tail end of the 90s hypochondriacs heard about this new, cool disease they could have and go back and forth to the doctor, despite there being about d3 cases in the whole country per year back then. As a result, the ministry of healthcare treated the whole thing as a non-problem and basically made-up complain. Today it's hundreds of cases per month and 2014-17 were particularly awful (going in thousands per month), but since for over a decade the narrative was "only hypochondriacs claim to have it", it's one of the most misdiagnosed things ever. In fact, you are more likely to be treated for malaria if you simply were in the tropics in the last 12 months, than for Lyme after you report you had a tick or even come with the tick to the doctor and get it clinically removed. To make it even more absurd, there is since '11 a program for rural areas where dogs and cats are being treated for free for tick-carried diseases, including Lyme, but their owners are refused to be taken serious when they come themselves with a tick in their skin and obvious signs of Lyme.
