There are plenty of situations where you can be positive it won't rain. Boy scouts take being overprepared to the absolute limit, so many ex-scouts take 40lb backpacks because it's what they were taught. I had to drill a lot of the bullshit my friend was taught from scouts out of his head so he could enjoy himself more. They just teach you to grab every thing you can think of to get your pack weight as high as possible. Like bringing a rain fly and tarp in the middle of august in the cascades.
Bear bagging is another thing, it has its uses, but I very rarely use it, and I've never had a bear approach my tent. Even if it did, black bears are pussies and will sprint away the second you make noise. Meanwhile my friend used to insist we hang our food in a tree every single trip we took because scouts taught him that it's a requirement.
