We were there around this time last year, car camped at a nearby private campground, and arrived at the trailhead a little after 8 and it was nearly full.
But the person you responded to is absolutely right; they do come around and check the blue permit tag that’s supposed to be on your dashboard. Zion is insanely busy, hence “the Disneyland of National Parks,” and the rules are enforced (otherwise there would be thousands of people trashing the place).
