A medium duty one like that will barely hold up to any wind while used as a shelter, and a heavy duty one is too bulky and heavy for backpacking.
If you’re just car camping, gear doesn’t really matter, get whatever piece of shit you want. It’s not like you go /out/ anyways

bushcraft can be treated with water repellent to make rain bead off, a regular tarp will do this without the repellent but is much thicker, heavier and woven. you won't be able to neatly fold it down after the first time you open it, and it takes up a lot pack room.

dyneema tarps are extremely light, waterproof without finishing, and have extremely good tensile strength (though do get punctured).

downside is that they are mucho expensive, like dumb. maybe if you can find a dyneema poncho tarp it would be worth it for multifunction.

Shit, just buy a rain fly on Amazon if you're using it for element protection. They're not much more expensive than a normal tarp, and still waterproof. They'll also pack up really small. I'm lazy so I use nite ize cam jams and Paracord to rig mine up. If you use one per side you don't need any knots and it'll hold under moderate wind.

That picture looks like the cheap kind made of loosely woven strands with some kind of thin coating to try to make them hold together, they're designed to survive one season stretched over top of something in the yard and then you throw it out because the UV and wind have destroyed it. It'll probably last longer than that if you're only using it for weekends at a time but once they start to go the whole thing ends up in tatters surprisingly quickly in my experience.
You can get more expensive, tighter weave and UV protected types but they're pretty heavy and bulky and don't pack down well at all, tears propagate easily if they get started, and they don't tend to shed water as well so you can't just shake them dry like a dyneema or something like silnylon.
You can buy five of them for the cost of even a relatively budget specialty tarp though, and while it's not on the bottom of the list of shit to spend money on it's not on the top either, if you're feeling cheap and just want something to stretch out and keep the rain off they do the job great. Tens of thousands of rednecks can't be wrong.

heavy duty plastic that is free
any scrap heavy plastic would do though
i make a lean to and warp the plastic around the horizonatal poles so it doesnt rip
tie it all up with bailing twine
it wouldnt last, but it was garbage anyways, and we got to feel like we were roughing it

Get a cheap one to learn shelter building with, and when it breaks get an expensive one that will last you for years. Don't depend on a cheap tarp in a dangerous situation though.

Also, as a side note, any tarp you get will need to be taken care of. Do not set up a tarp shelter in your yard thinking that you can just leave it there all season, because all tarps will eventually get dry rot from the sun and elements. If you only have the tarp set up when you're using it, your tarp will be a lot happier.
