You need 2 operators who know their position on a map, the operators need to have directional antennas.
Both operators will take 360degree sweeps with the antenna and wherever the signal is the strongest, plot a line from where they are located in the direction of the strong signal.
Wherever the 2 lines intersect is where the pirate operator is.
This can be done very, very quickly. If the pirate operator is moving, it makes it a fair bit harder, but can still be done. The FCC has much, much more sophisticated equipment, and if they actually come out on a complaint they will find you. (They rarely come out on a complaint unless you're interfering with emergency services or FM broadcast)
