Are outdoor-related federal agencies like national park service, forest service, and us geological survey deliberately underfunded, abandoned, or mismanaged/embezzling funds? Or do you think they do just fine as is?
There are very few new hiking trails - they rarely cut new ones from scratch, or restore old trails/roads into a usable foot trail anymore. There hasn't been on-the-ground surveying for topographical maps in decades so they are more and more out of date with time. Many trails are just abandoned, sadly to the point of disuse sometimes.
Commonly, recreational sites have the same sized parking areas they did 30-40 years ago, despite populations and usage that have both dramatically increased in many cases. Road systems are similarly often inadequate. Does anyone really care about funding outdoor management, apart from cash-cows like hunting and fishing?
