advice on hunting Bears where baiting is illegal

Hey guys, I'm trying to harvest a Black bear this fall and my state (PA) does not allow the use of bait or hounds. What is the best strategy to get a bear with a bow in these conditions?

If I had been drawn this year, I'd be in the same situation as OP.
Be real with you man, hunting bear in states east of the rockies appears to be an ungodly pain without baiting.
Your best bet is to look for areas with abundant natural food sources and hunker down near them.

Am Pennsylvanian. Just walk around and find one. They leave lots of evidence that they've been around (marks on trees, incredibly obvious footprints). Knowing how to track is a good skill anyway. State Game Lands 211 in Dauphin County east of Harrisburg has a shit ton of black bears, have seen many, many claw marks and run into several while deer hunting.

Does Pennsylvania consider foodplots baiting? If not I would guess a quick growing grain like oats would give you better odds than nothing at all, otherwise see if you can find an apple orchard/fruit farm to hunt.

there are some wacky bounderies about campgrounds and forest vs park lands that limit hunting, but even my most recent trip there, place was sparse and anyone around was easy going
