depending on the regs, you could always just get a 5th wheel and camp out in that while you do your building. but again, check with your county -- some states/counties are completely bat-shit-insane when it comes to living on land without jumping through the hoops for a certificate of occupancy or similar.
there might be some kind of specialty lender that does bare land loans, but i had no luck finding one. our first plot of land we were able to roll the purchase price into our construction loan (traditional stick built house); tried getting a loan to buy the adjacent 4 acres, but because we weren't planning on a build (and due to county regs it wasn't really buildable) no one would go for it; wound up having to take out a HELOC to purchase it =/
the deck is completely stacked against middle class people who want to fuck off into the woods. desu the path of least resistance is probably a traditional stick built house and roll the land purchase into a construction loan. upon completion of the build it'll convert to a traditional mortgage. the appreciation will almost certainly cover your PMI (20% equity)
