Nobody gives a second look if you are outside of nature reserves if you don't have a fire. I have camped in city parks, on dams, in woods, in random fruit orchards. Nobody cares.
The same goes for closed trails. For example, the Magdeburger Weg in the Harz mountain region is closed since 2017 because there was a storm that toppled a few trees. Nobody is waiting to catch those that walk it anyway. Now they say they don't plan to open it ever, because to make it safe for everyone, they would have to do more than just remove the trees.
