Most of CA is sparsely inhabited and while the Coastal Elite's rules technically apply to the whole state, for the most part no one gives a damn. Yes, if you live in the Bay Area or LA, nature is a long way off but if you don't, it's mostly quite nice and you can easily find a quiet place to breathe. Basically, get 25-50 miles away from the coast and you're good.
CA has the same problem many states have. A population center that attracts carpetbaggers like flies to shit has the vote to rule the rest. And that's why trial by combat is better than democracy.
