your problem is you're looking at stock photos of shitty milsurp products made by clueless companies who don't have a single employee who goes /out/. backpackers carry their TARP or their TENT or their SLEEPING PAD under their bag. the idea of a backpacker bringing a wool blanket to begin with is laughable but we can use it as a proxy for your sleeping bag. that goes inside the bag.
the reason the tent/tarp/pad is commonly hung under the pack is because its WET after the first day and you don't want that inside your bag. simple stuff to figure out. the bottom of the pack is preferred to the top because it doesn't impede accessing the things inside your bag.
