Most exams/certs are a joke in this country, including many college degree programs, actually. Hell, there's a crisis in the medical field right now surrounding "midlevels," that is, essentially nurses and PAs that pass themselves off as doctors by behaving as doctors, appearing to be doctors, and presenting themselves as if they were doctors (short of outright claiming they have an MD, although many are deluded and believe they should have one), despite having 6-7 fewer years of schooling, clinical, and residency than an independent MD.
On the other hand, it'd be great if the certifications and enforcement were strict. There'd be fewer tourists, fewer cigarette butt fires, fewer idiots getting lost and needing rescue, more fish, more game, and the state would rake in fine money from niggers and rednecks (muh racism)....
But still... letting Big Government control access to every inch of public land even more directly just doesn't sit right.
