If you want tips on getting hired by the feds, some follow:
1. serve in the military, get full benefits
2. better yet do 20 years in the military and retire
3. on top of that be service-disabled
4. if you really want in, be service-disabled in combat
5. Have your degree done, you need 4 years to be an intern, lab tech, seasonal, or volunteer in STEM positions.
6. be working on your post-grad, you'll need it to get hired
7. start collecting industrial certifications. Wastewater operator, MSHA/OSHA, CDL, Heavy equipment, confined spaces, etc.
8. Have relevant experience. I know you gotta start somewhere but everyone you're up against started in the military and has experience.
9. Know someone at the place you want to work. Be nice to them, they can help more than you know.
10. Write an exhaustive resume. You know how to work a tape measure? List it. You know how to work metric wrenches? List them. You can use a hammer? That goes on there. Everything and anything you can do or operate is listed
you won't get hired most likely, but if you're lucky or you have a certificate nobody else has you might get on. Most likely you'll start as seasonal help or an intern and if they love your work they might hire you.
