By that I mean that they only do the right thing under threat of punishment and the second they are unsupervised they only do what's best for themselves.
All you can do to counteract it is to do the right thing, even if noone is watching and noone will reward you.
For example I always have two or three medium size trashbags in my fishing bag. Whenever I go fishing somewhere, if there is any trash, tackle, line or other shit around, I pick it up and dispose of it. I do something similar when foraging (mostly on the entrance to forest, where things are usually the worst).
Getting to your spot the next day and it's clean is a pretty nice reward. Then again it's rarely as bad as that pic, usually it's just loose trash.
