Why are you mixing it with water? What are you using it for? DE is typically applied with a dry duster.

Aye, but it's hard to get an even spread etc, I read you can mix with water and spray. I tried it and it clogged my sprayer. There has to be a more consistent way to apply than dusting

Failing this you could just put the DE into a plastic beverage bottle with holes drilled into the cap, squeeze bottle to apply the DE to area around perimeter, squeeze into vents, onto plants etc
Just don't breath it in, if it is food grade it is also edible and some people use it as they claim it rids of toxins and parasites.

I believe wetting it voids the purpose, at least that has been my experience, unless it has other additives like a poison.
I found that dry is best as it acts like glass shards and cuts and stops insects if your lucky. I used it to stop earwig infestation and flying ants years ago, and after I used it there was never another invasion like I had up till then.

I've read once it dries it regains it's previous properties (the razor blade on bug effect)

I'm just looking for a way to uniformly apply it to a large area without just wasting a ton of it

When you add water to DE it clumps. The shells basically stack together into "pillars." When they're stacked like this there is very little sharp surface area. It's also why you're clogging most likely. You don't need an even spread. When you dry dust you create a razor blade forest for the insects to traverse. The sharp edges of the DE shells make small cuts in the waxy layer on the outside of the insect's shell. This will cause it to lose water and quickly die of dehydration.
Apply it dry. If it gets wet, wait for it to dry and re-aply the dry dust. That's how I use it on potted plants to kill gnats and midges. I can't think of an instance where wet spraying would improve the function. It's cheap stuff....just apply more if you want to cover a large space. But realistically, smaller targeted uses are better. Locate where the insect's are entering and apply the dust there. If you see a column of say ants, follow it back to it's source. Dust the source and the column. No need for wide spread or "even" dispersal.
