I personally would be fine with a rain jacket and a single base layer OR insulated jacket with no base layer into around teens F, rain jacket with 2 base layers OR insulated jacket with 1 base layer into single digits F. Would want an insulated jacket with 1-2 base layers for subzero F. Insulated jacket with 2 base layers would be fine into the negative 20s F, maybe even colder. Depends partly if it's windy or calm, cloudy or sunny.
