This is due to the uniquely American idea that a land owner owns the mineral rights under his feet.
In every other country (including Canada I believe) the government own mineral rights. So only massive oil companies like shell can lobby for drilling rights. It's also why only massive companies can typically drill on public lands in the US. An oil company has to grease the hands of hundreds of officials and politicians to drill. On private land, an oilman can just walk up to a farmer and say "I'll pay you a bunch if you you let me drill on the land you aren't actively using"
