They are trail markers goddammit. When I see one off the side of the road, it should be a trail. When I see one on a trail, it should be someones marker for getting back on trail or landmark for where to turn off trail to something interesting. NOT because you think they're neat.

We've got a little creek in a wildlife preserve here where some people made a substantial group like in OP's picture, it's actually pretty neat to see and some of them are very, very cool. If I saw you in the water kicking them down, I'd jump in and kick you down.
Furthermore, if it's not obviously for trail or art purposes, then it might be someones trail marker that they are relying on to get home, and you've just fucked them. I've had one get knocked down (obvious boot prints and litter around it that wasn't there when I made it) If the fuck heads who destroyed it hadn't left their trash/prints, I probably wouldn't have made it home.
The rule of thumb for cairns is not to build them unless you absolutely must (Chance of people confusing yours for theirs and getting lost) such as in a situation where there is no other way to leave a mark that isn't permanent. If they're already there though, leave em'. They're either obviously someones art project and it's not hurting anyone, or it's a trail marker and you're and asshole.
