AGE is a big issue here too. i wouldn't start doing anything serious with any dog over 6. also, if the dog is fat i wouldn't even try the pack at first. lose the weight and start taking the dog out and getting used to it...(bike rides, walks, hiking). one doesn't simply start bulking when they have %30 body fat. you must start with cardio.
now for you other sorry excuses for human beings...
you shouldn't have a (stranger) dog off leash around other leashed dogs. you put the dog on leash in a vulnerable situation (regardless of breed) therefore making it defensive since it can't attack while it's on leash. how do you feel talking to a cop while you're in handcuffs? pretty uncomfortable huh... i bet an inferiority complex arises.
don't be a douche bag just because you have a breed that is deemed to be friendly by society and you think the judge will be on your side. they won't. that goes for shooting another person dead for shooting your dog.

i train dogs with high prey drives... most CAN NOT be off leash. ever. they will bail on sight of prey and swim across rivers and cross mountain ranges and return on their own accord. this is not how a responsible dog owner operates. as much as it pains me knowing that they're completely self sufficient... i would hate to upset my neighbors.
this also doesn't mean that these dogs will "shred" your dog apart either. human beings are their biggest threat *cough* *cough*. some creatures march to the beat of their own drum.
buy a 30' leash. i own 3. 2 leather ($100)and 1 nylon($50).
