Cloaks only keep water off if they're the correct material - densely felted, brushed wool with wool wax remaining. Woollets make their cloaks out of old blankets (which are the exact opposite of that) and no shit does it not keep off the water.
The coat is close enough to the body to insulate well. The coat tail less so (it is not the most weight-efficient way to organize insulation I admit) but it has the great advantage that it is more insulating when static rather than moving. So when you're moving, your warmth-generating legs are cooled. The cloak does not keep warm very well while moving (though still a bit) but it can be wrapped around more closely when you're static.
