Unironically the "I have to be an urbanite living in crowded violent squalor" cultural mindset is a psyop created by the government specifically to harm black people.The government's collective animal instinct to ensure that all of its citizens remain dependent upon it affects everyone, from the poorest to the wealthiest. This is most readily observed when upper middle-class landowners attempt to make their holdings a wee bit too independent and self-sufficient and suddenly begin to find government red tape around every corner.
Possibly not coincidentally, the middle class, and especially middle-class landowners, is swiftly disappearing. When no one but the truly wealthy can afford to own property, and 99% of people spend every penny renting, consooming, and paying taxes, the government (and corporations) won't need to worry about the general population having pesky things like power, independence, social mobility, geographic mobility, or meaningful rights.
The wealthy have many of those things, but are kept in check via inner party-style sociopolitical machinations.
