you are getting polycotton, that is now considered an older shell fabric but still does its job well. it isn't using modern tech dwr's and waterproof liners, but can resist a shower and dries quick. if you take it in the idea that it is more durable than the same weight of cotton (think carhartt) therefore usually made lighter, but you will get wet outside regardless, and it will function fairly well in wet weather.
id pair it with fleece or well that will also function well when wet instead of a puffy that won't. also a base layer that can function warm when wet.
if you can find a good surplus polycotton, those will still be cheaper and more durable. I like British CS95 for example. Tightly woven polycotton. It's really the epitome of a perfect polycotton coat with them. The modern version improves upon it (forgot name), but the modern UK jacket is made in China.
