Dry scraping is possible, but you need a really sharp tool with a curving edge so you don't rip the hide by pressing a a sharp point into it. You also need a lot of patience for dry scraping; don't remove too much at once.
Wet scraping is better for most cases because it's harder to rip the hide.
You can finish the flesh removal with sandpaper once the hide dries out again. This helps remove that last stubborn bit of flesh.
If you've cracked open the skull for your brain, there will be some blood and tissue residue in the brain solution. After all the brain has been absorbed, you'll be left with some frothy, bloody residue on the hide. This can be rubbed off as it dries, similar to how glue can be rubbed off of your hands.
