i live in oregon, 8 months out of the year it's pretty damp, and you'd be lucky to get a fire started at all. summer though, it can turn into a bit of a tinderbox (my house was just a few miles away from a huge forest fire back in 2020, we were told to load up the car/truck and be ready to evacuate if needed. a very surreal experience, it looked like it was snowing from all the ash)
common sense: hey it's dry as fuck, i shouldn't start a camp fire or even use a chain saw
legalism: it's raining, but the sign says no fires, so... i guess i'll shiver in my tent.
my point was more general though, at the risk of sounding like constanza, as a society overall, we're eschewing common sense and personal agency in lieu of relying on being told what to do from above. it's actually kind of terrifying when you think of the long term consequences in regards to personal freedoms.
