Cause that's the oldest reality show trick in the book, you ALWAYS set up your villain and then keep them on until the very end to build drama and keep audiences coming back in the hopes of seeing them finally get their shit pushed in. If the producers actually did that, then it's also a pretty sure fire way to tell that the show is fake as hell. I'm not sure what these "dead drops" are, but I'd bet my last dollar that these girls were getting food, medicine, and shelter off camera, and just came out in front of the cameras to be the bad guys and get the audience riled up.
