You could also buy heavy cotton duck canvas and saturate it in melted wax to waterpower it. It's probably heavy as shit but it would make a usable shelter. Would probably work reasonably well as a ground tarp as well as long as you re wax it as needed.
Then you just need a stack of heavy wool blankets to use as bedding.
if you could find some thin wool fabric you could use it to make a down sleeping bag.
