I think a large radio antenna and receiver is enough to communicate to a large distance and receive communications. The handheld units can also reach a long distance, satellite and cellular data as well. And then, there is the middle ground, the desktop radio units with normal antennas. We already have our own infrastructure to communicate over radio bands with HAM and the like, the question is electricity to transmit and receive. Solar or thermoelectric, or some generator or alternative energy is useful.
