if the ice wall did exist, (and i am inclined to believe it does) they would most likely be guarding it heavily. any trespassers shot on sight. it also depends if the wall has any gaps in it. is there an opening where you can pass though? probably the most guarded area. but there is a possibility of passing underwater. ocean creatures probably pass through the ice walls all the time. maybe that explains the eel mystery? they come from outside? idk. if mermaids exist they probably pass through the wall as well. maybe befriend a mermaid and have them take you away. or maybe they are extremely hostile and will tear your limbs off.

It's not locked off. You can literally get a shitty sailboat, a cupboard full of beans, and sail down there. No one will stop you. I wouldn't recommend it as you'll probably die, but you can.

Polar bears can swim and there's a lot of them up north, I have my crossbow/harpoon I can use against them but most places (that are easy to get to) require a gun to leave the settlements. I also would need to climb the wall somehow (perhaps by plane or a big ladder) which is the biggest problem.
