what's the best way to stop scenes similar to picrel from happening- even with broadheads the arrow doesn't kill the animal

That's probably due to bleeding. When the pellet/bullet enters it tears and leaves a wound to bleed. With a bolt it creates and seals the wound if it stops in the animal.
